I just realised I forgot to supply the settings I used, also, I
reencoded the clips at ~600kbps to accentuate the problem areas.

Settings used were as follows:
-r 5 -b 3 -f -3:-3 -B 600 -p 3 -A all --direct temporal -w --me umh -m 6 -8
(2 passes)

I understand that a reduced deblocking level at this bitrate is unwise
but again it accentuates the problem which is made less apparent by
the patch.

The speed costs was 4.48fps r274, 4.09fps r274 + rdo pskip.
