First of all, allow me to remind you that Google is your best friend
for this kind of question.

Then, to answer your question, "configure && make" means that, if you
do have all the required dev tools that you only need to do the
following:

1) run "./configure" from the root of x264 extracted tarball. It
should print a list of features that can be build on your system.
2) run "make" to launch the building process to the sources. And
that's it, you're set.
