[x264-devel] X264 rate controller

Dear all,
   i am working on the H.264 encoder as a research initiative for low bit rate mobile platform in my university . i am unable to grasp the implementation of rate controller and not able to find and document on it. the non-normative reference in H.264 recommendation describe different system as compared to x264.
   
   kindly point out the references for this implementation .
