The official ITU H.264 standard (also known as MPEG-4 part 10 or ISO/IEC
14496-10) is available to buy from here:
http://www.itu.int/rec/T-REC-H.264/e

Draft versions can be downloaded from:
http://www.dspr.com/www/technology/h264.pdf 
http://trace.eas.asu.edu/tools/H264.pdf

I believe the drafts are very close to the final standard, but there may
be a few differences.

It's about 330 pages.  Enjoy ;)
