[x264-devel] peak bit rate

about how to calculate a video peak bit rate, in this page i have found
results,here:

but i dont unterstan how the peak bit rate is calculated, mean bit rate is
calcualted  (mean frame size) / (1 / fps), in that case fps = 25, but
applying the same formula to the max frame size i get a different value
thatn them =(, is a different relation??
