[x264-devel] H.264/SVC

Like many scalability extensions already specified in previous video standards, this new one won't be deployed by operators.
Scalability work in AVC was intended for mpeg video people to justify their job (patents deposit) and to still join mpeg fiestas...
Don't waste your time.
