There is no formula. If you have a reason to encode with VBV, you should 
already know what VBV parameters are necessary. e.g. if your reason is for 
streaming over a network, then max bitrate is equal to your network's 
bitrate. If it's for HD-DVD/Blu-ray/some other device compliance, then the 
device's specification should say what to use.
