To support I frame insertion (in x264 you can, in some cases, insert an
I frame without restarting a GOP)

x264 is doing an evaluation of the coding cost of a P frame vs an I
frame. The detection threshold is variable, being more sensitive when
are far from the last keyframe (in a similar way to Xvid)
