[x264-devel] What is the difference between SKIP MB and INTER 16x16 MB with NumberOfNonZeroCoefficients==0?

Some say that there are 2 differencies,
1,MV will not be sent in SKIP MB even this SKIP MB has MV cause it can
be precisely predicted from other MB, but it is not the case in INTER
16x16
2,MV in SKIP MB is full pixel resolution while can be quarter pixel
resolution in INTER 16x16

Are they both true?
