I don't know where you got that spec file from, but it looks like it's broken.

Why would you want to update your rpm to rpm5? It's not in Fedora anyway.

I maintain x264 packages in RPMFusion. Is there a problem with them?

Also, Fedora 7 hasn't been supported for about half a year now and Fedora 8
is going to be EOL early January, so I suggest the original poster to upgrade
to at least Fedora 9.
