Sure, if you switch motion estimation to a full search using SAD as a 
distortion criterion, SSE4 will help a lot.
On the other hand, full search is not really the smartest ME algorithm.

I don't know about Tmpg, but the DivX test was done using an ME 
algorithm only taylored to demonstrate efficiency of SSE4, rather than 
what SSE4 would provide in a real case.
