[x264-devel] [PATCH] fixes some potential Qp problems when using VBV

Jason Hill sent me a testcase with visible blocking at high bitrate. 
Interestingly, this issue is fixed by this patch that I already posted 
to this ML.

If you are using VBV and threads, because of this bug report I am 
raising the priority of this patch from "polishing" up to "important".
