[x264-devel] Meaning of params: vbv_bufsize, vbv_maxrate and bitrate

For any reason, x264 is using an MPEG2 wording instead of h.264 wording.
That means that vbv_XXX options are in fact controlling CPB. Once you 
know this, then CPB is just CPB the way it's defined within the h.264 
standard.
