I don't think it was intentional. How are people expected to encode
using x264? I guess most people trust ffmpeg and mencoder.

That's one of the reasons why it's good to make sure upper layers use
your stuff correctly.

Personally I wrote a simple x264 GStreamer element that unlike the
semi-official x264enc, it uses whatever default values libx264 uses.
