[x264-devel] ratecontrol wiht x264!

Hi all,
at them moment I am working with x264 and vlc. Actually, I intend to change fps to control the output bitrate (because when I encoded akiyo.yuv with different fps, the same QP, the output bitrate varied). I also found this parameter (fps) in ratecontrol.c. Where should I begin and what should I do?
