[x264-devel] what is the difference between fps parameters!

Hi all,
I use this command for encode:
./x264 -q 30 --bframes 2 --ipratio 1.4 --pbratio 1.3 -p 1 --fps 10 /root/Desktop/PSNR_tobe_in_rush/fps/akiyo_cif.yuv 352x288 -o /root/Desktop/PSNR_tobe_in_rush/fps/fps10_qp30.264 -v --progress

output:
==>
encoded 300 frames, 20.90 fps, 17.13 kb/s ==> what is the difference between --fps 10 and the output fps 20.90?
