And while not stock in pre-Win2K, I do believe vbscript 5.6 is available as a separate download.
Not that I expect anyone to care. ;)

Oh, I had forgotten that the msvc tools also accept - as a flag prefix
contrary to / in all the documentation
the CMD part could be ignored then.
but it would be convenient if CMD was supported, so neither msys or
cygwin would be necessary to build.
the configure I wrote was also in vbscript which is standard to
windows since 2000(?), so it wouldn't need sh/bash.
