It's icl in this situation, not icc...

truthfully since the project files bring an extra hassle to maintain
on top of the GNU Makefile,
I would see
1. getting a configure script for MSVC/ICL
2. adapting the current makefile to be Windows CMD compatible
being more efficient overall.
Everything would use the same build environment rather than having to
maintain two separate ones.
