Is there a way to manually control whether a frame is encoded as progressive or interlaced on a frame by frame basis via the API? If we set b_fake_interlaced to true, then everything should be encoded as progressive, but if this is false, would setting one of the PIC_STRUCT SEI values force the frame to progressive anyway?
