							Well that's the value every other professional H264 encoder I've tested: CC-HD-e, Cinevision, Blu-code nad Mainconcept.

For example this is the error I get with Mainconcept if a select x264 value: 
C043:H.264 Validation Error: bit rate value does not match HRD model. Should be 31499776.

Where do you get the idea that the value should be "31499776 bps"? VBV-maxrate is in kbps, and the slightly smaller value that x264
writes is because of way AVC codes the vbv-maxrate value in the bitstream,
