[x264-devel] [PATCH] Add manpage

This patch took a little longer than I planned :-)

I wrote this manpage in markdown and used a nice tool called ronn to
translate it to troff. My original source document is included so nobody
else has to learn troff either (trust me, you don't want to!).

The manpage is very spartan and includes the bare minimum of information
required to use x264. I also included a link to my own site as I still
haven't seen a better resource for x264 option help.
