[x264-devel] Max bitrate vs hrd buffersize

Hello,

I would like to ask if max bitrate is determined according to hrd
buffersize, i.e. if and what is the connection between these 2 parameters.
I do not undertstand the connection between these 2 params from H.264
standard.
