Not sure what your problem might be.
Can only tell, that I had been able to play 720p video clips encoded at ~8Mbps in the Baseline Profile even on "iPad1".
Perhaps your generated bitstreams are not quite legal or iPad decoder is simply not "sufficiently smart".
What encoding profile are you trying to use?

This is false; Apple has marketed Main Profile support for years and, in reality, iPads actually support High Profile.
