An H.264 stream analyzer should say the stream ratio; maybe ffmpeg
reports the container one?  I'm not sure.

I *think* -aspect in ffmpeg sets both -- with the expected catch that
it cannot set the stream ratio when it is passing through video (i.e.
not re-encoding, -vcodec copy).
