For most streaming applications, bandwidth costs money, so forcing the
use of extra bandwidth when it isn't needed adds unnecessarily to
costs.  Usually, pure CBR is only useful on a connection where
anything less than the maximum doesn't save money, e.g. on a cable
mux.
