[x264-devel] CRF and VBV

I tried using vbv-maxrate and vbv-bufsize to restrict the output bitrate of
the encoder. But for larger values of vbv-bufsize, the output bitrate
exceeds the vbv-maxrate. So what should be the range of vbv-bufsize so that
the output bitrate doesn't exceed the vbv-maxrate?
