[x264-devel] vbv max rate--- help

VBV maxrate should be set to the "minimum supported connection speed". The
stream x264 outputs guarantees it will be playable on a connection at least
that fast.
Don't forget to account for audio bitrate, container overhead, network
overhead and Murphy's Law.
