[x264-devel] How to set level programmatically

Hi Jason,

So you mean just by setting  i_level_idc and call x264_param_apply_profile I
can successfully set the target profile/level? I think maybe I also need to
set vbv-max-bitrate and vbv-buffer-size, is that correct?
