Actually, the issues on some devices turned out to be unrelated to POC 
type 0. The only ones that have this particular issue are Samsung ones.

A more proper commit message thus is:

Add an option for forcing POC type 0

Samsung Android phones (at least running Android 4.1) have problems
switching from one video variant to another in HLS (http live
streaming) streams (with the symptom that the video simply freezes),
unless the stream uses POC type 0.
