[x264-devel] Spatial resolution switching during encoding runtime

Not sure if merely reconfig would work or not... Maybe we can give it a try
using ptest?
x264 encoder may just do the resolution we give when it is opened.
I think whenever we want a new resolution, we need to reset the x264
encoder and set the new resolution explicitly.
Note that we should keep counting our own frame number and timestamp
regardless the internal frame number of x264.
