Do you understand that there is no real difference between VBR and
ABR? Anything that is not CBR is going to be VBR and because you
target some average bitrate it is going to be ABR also. But if you
want answer than you better call your settings as ABR (it is not CBR
because vbv-maxrate is greater than bitrate also for "true" CBR you
need to use filler).
Second question also doesn't have much meaning because targeting
bitrate by definition mean targeting file size also because file size
can be calculated as bitrate * duration.
