The build bits have no impact on the license of the project using them.
That's why there is specifically an exception for autoconf and related
bits like config.guess / config.sub otherwise you wouldn't be able to
use autoconf and those related bits with non-GPL software or GPL'd 
projects using older versions of GPL (v2 only) either.
