well, no. of course anybody can relicense "GPL2 or later" to "GPL3 or later". relicensing back to "GPL2 or later" wouldn't be possible anymore.

code based on this relicensed component would be needed to be (re)licensed to "GPL3 or later" as well because of GPL's virulent nature.

wrt. derived code. it is perfectly legal to say derive code from "GPL2 or later" and license it "GPL3 or later". surely it's not optimal to mix both licenses, but there should be no legal reason not to do so as long as one does not tries to downgrade the license.

Henrik, can you explain in more detail why you think there is an incompatibility here?
