[Android] [RFC PATCH] compile-libvlc.sh: fix NDK version check

I can't tell you precisely, I'm afk :)

If vlc-android builds and runs fine with ndk12 now, I'm ok with your patch.
For now, vlc for playstore is built from branch 2.0.x so upgrading ndk on
master is armless.
