[Android] Network caching setter does nothing?

The desktop version waits exactly 20 seconds before playing with this
command:

    vlc --network-caching 20000
http://live.radiobattletoads.com:443/saltxero.ogg

However, the libvlc version for android seems to ignore this setting. So
no, the desktop VLC does not the same.
