I just re-tested with latest HEAD and it seems to be working fine for me:
D/VLC/JNI/main(14871): JNI interface loaded.
V/VLC/LibVLC(14871): Initializing LibVLC
I/VLC/LibVLC/Util(14871): machine = arm
I/VLC/LibVLC/Util(14871): arch = v7
I/VLC/LibVLC/Util(14871): fpu = false
D/VLC/JNI/main(14871): Using deblocking level 3
D/VLC/JNI/main(14871): Using network caching of 20000 ms
D/VLC/JNI/main(14871): Chroma set to ""
D/VLC/JNI/main(14871): Subtitle encoding set to ""
I/VLC/JNI/main(14871): LibVLC initialized: 0x5e740f88
The relevant code I used looked something like this:
mLibVLC = LibVLC.getInstance();
mLibVLC.setNetworkCaching(20000);
mLibVLC.init(MainActivity.this);
