Not necessarily. Probably he's just missing the entitlement for one of the PID, maybe a secondary audio, so that the CAM doesn't complain but just doesn't descramble. In that case he just has to set the second column of the config file to 0 instead of 1 so that the output is not monitored ; or he could manually select the PIDs he wants in the last column of the config file, and only those PIDs will be monitored.
