That was however how it was originally designed, precisely to accomodate devices with few PID filters. The demux is supposed to select PMTs when services are added in the config file. If it doesn't work anymore, then something has been broken in the recent simplifications. I suggest using git bisect to find which commit broke it.

I only added --select-pmts because in my application I need to have the PMTs for programs that are not selected yet.
