For all of my titles, First Play and Top Menu are supported but xine
is able to show me top menu only for those titles that does not
have BD-J at all.

If a title has BD-J, not xine nor "hdmv_test" example program are able to
load top menu even if I'm forcing hdmv_test to play only title 0 (Top Menu).
