libdvdcss 1.2.1 rpms are so baldy packaged..

- you do *NOT* need to increase both verion and release each time.
  Please _remove_ those on the website as it will screw up future update and
  confuse user. the rigth complete version is 1.2.1-1plf
- you must precise complete %version-%release (with plf/mdk..) after your name
  in changelog (not very important, but..)

and for 8.2 (suitable for the videolan website) at
