[libdvdnav-devel] return a meaningful error when region is unset on RPC-II drive

Hi,
would it be possible to make libdvdread return a distinct error code
when trying to access a region-locked DVD on a RPC-II drive with unset
region setting?

I have this old bug report in Fedora which would be good to close
