You need:
an email announce to skin-designer@ and videolan-announce@
a news for the videolan.org homepage
a forum post in the skins section

I'll let you do the forum post and email. (I'll moderate the mail on
videolan-announce@ once you tell me to do so)

For the homepage news, just modify news.msg in the svn.

If you need to host the release on the videolan download mirrors, tell
me which files you need to put there.
