Please consider using a 'Hollywood+' or 'Creative Dxr3' MPEG2 board - 
these were originally intended as Hardware DVD decoders back in the day 
when consumer PCs didn't really have the CPU grunt to decode MPEG2 in 
software.

These boards are now very popular with Linux DVB users (particularly
those using the VDR software) and provide a very high quality S-Video
output. Both Xine and MPlayer can output directly to these boards
without re-encoding and you should be able to find the boards on eBay
for only a few dollars today.
