AFAIK, vlc can only stream mpeg1/2 and true mpeg4 video. Which means that if
your file has been encoded using one the Micro$oft video formats or one of
the old divx formats, then it won't be streamable as it isn't true mpeg4
video.
To see what's happening, look at the logs of the vlc from which you are
streaming the file. If it says something like:
[00000152] packetizer_copy decoder: Running copy packetizer
[00000154] main stream output debug: adding a new input
[00000154] mux_ts_dvbpsi stream output debug: adding input
[00000154] main stream output error: cannot add this stream
[00000154] main stream output debug: removing an input
Then you're out of luck.
