Copy the mpeg to your vlc machine and try to play it directly from file. 
Use the following command:

vlc -vvvvvvvv mympeg.mpg 2>error.txt

And send the log file to the list. A couple of minutes is more then enough.

That is the behaviour of a file channel.

Did you start the stream using the telnet commandline?

Doesn't this ring a bell? Use this file to stream to a "network" channel 
and receive it with vlc -vvvvvvvv udp://@:1234
