[streaming] VLS not working in Windows

I am having problem trying to stream an mpeg file using VLS. The command I use is:
vls -vv -d udp:192.168.0.46 file:mc.mpg --ttl 12
When I run the command, I get the following output from the command prompt. My problem is I am not able to get the playback from my other machine (192.168.0.46). I tried using VLC to stream the same file, and the playback is fine.
