MPEG4 stream are not really converted to MPEG2/ts , but rather
encapsulated in a MPEG2/ts container, so that tey can be streamed, since
other containers can not be streamed.
By the way, mp3 streaming is already supported by vlc stream output (I
haven't tested it yet, but I guess it is also the case for vls...)
