[streaming] vlms Works on RedHat Linux 7 & 9

Hello,

Just wanted to provide an update to the vlms (VideoLAN mini-server).  

vlms works successfully on a Pentium III system running Redhat 7 as well as
a Pentium III running RedHat Linux 9.
vlms is excellent as a light weight streamer...
