In fact, we've had the idea to implement something quite similar to you
first solution, as a functionnality of a complete manager for the
VideoLAN solution. However, as this work has been begun, it isn't
improving very fast and, AFAIK, the failover part hasn't been begun.

The second approach seems very hard to implement to me. I'm not aware of
any codecs being able to produce such "improvement" streams that whould
come above a basic one (although I'm aware of teams working on this
issue). Moreover, I think that in MPEG implementation, if the basic
layer goes down, the stream becomes unreadable. As a consequence, I the
first approach seems more feasible to me (although I'm perhaps missing
an important point, having other opinions would be great).

I think this functionnality would really be a benefit for VideoLAN. In
addition, I think that VideoLAN developpers have always be very pleased
to help people to code on our software.

Well, I think that would depend on the solution used and on the kind of
streaming application you are planning to support...
