The easiest (but not only) way to achieve that would be to easily put your files
on an Apache server. VLC can then play files directly on the server,
without downloading the entire file first. Browser integration can be
achieved either by using VLC's mozilla plugin (the video will play
directly in the browser), or by forcing the "application/x-videolan-vlc"
mime type, which should be associated to VLC.
